Who has the right of way on zebra crossings?

Not only should drivers be made to give way they should also ban vehicles from the sidewalks and using the pedestrian crossings to cross the road. Motor cyclists are the worst offenders especially down here in Guangdong and Guangxi. Here, in Zhaoqing, they have implemented that same rule about giving way but it does not seem to have got across to the car drivers. Only bus drivers obey it.
