Recently, The University of Chicago said in a study that while the world's biggest polluter faces a long road to reach national and international air quality standards, the results "suggest the country is winning its war on pollution". China will get there even though it is very daunting and long and hard.

All, not just the government, have to make the effort. Drive less, walk when possible, don't overheat or overcool houses. Clean energy, solar, wind, geothermal should all be used as much as possible.
