Should using phones when crossing the road be fined?

I think there should be a fine. Pedestrians should not use smartphones while walking, especially when trying to cross the road. It endangers the safety of pedestrians and sometimes drivers too. Users are often too engrossed in conversations or music to pay full attention to their surroundings. That's dangerous.
