The platform is part of the city's medical consortium system, which enables two-way patient referrals. It is a medium for local hospitals and community health centers to make service agreements.
During the 14th Five-Year Plan period (2021-25), Ningxia implemented policies to develop grassroots healthcare. This platform is one of the outcomes of those efforts.
