Inner Mongolia takes measures to boost sci-tech innovation

North China's Inner Mongolia autonomous region will introduce a package of measures this year to advance scientific and technological innovation.

The region will enhance coordination among sci-tech, fiscal, financial, industrial, education, and talent policies, with 90 percent of regional sci-tech special funds to be allocated to major projects, platforms, and the integrated development of education, technology, and talent. A high-quality sci-tech innovation plan for the 15th Five-Year Plan period (2026–30) will be drafted in alignment with national strategies and long-term development goals.

A sci-tech initiative will be launched to increase basic and application-oriented research, support key projects, and promote emerging industries through open-call programs in areas such as computing-power coordination, wind-solar-hydrogen-storage integration, and "AI+" applications. Innovation in ecological protection and public health will also be strengthened.

Meanwhile, Inner Mongolia will improve national-level innovation platforms, push forward the establishment of the Hohhot–Baotou–Ordos National Independent Innovation Demonstration Zone, and support the upgrading of Alshaa High-tech Industrial Development Zone. A three-year action plan will nurture high-quality sci-tech enterprises, encourage greater research and development investment, and foster closer collaboration between enterprises, universities, and research institutes.

Efforts will accelerate the commercialization of research achievements through deeper institutional reforms and the upgrading of the "Mengkeju" platform, along with the development of proof-of-concept and pilot-testing bases. The region will also expand domestic and international sci-tech cooperation, improve digital governance of innovation, and refine its policy and sci-tech finance systems to attract more social capital.

Additionally, Inner Mongolia will further expand opening-up and collaboration to boost regional innovation. It will strengthen sci-tech cooperation with Beijing and other major economic regions, explore cross-regional models through joint institutes and collaborative projects, and advance international partnerships under the Belt and Road Initiative, including participation in the China-Mongolia-Russia sci-tech innovation cooperation center.

The region will promote the integrated development of education, technology, and talent, improve mobility among universities, research institutes, and enterprises, and build a tiered talent cultivation system aligned with industrial demand.

Inner Mongolia will also modernize sci-tech governance by improving project management, strengthening inter-regional coordination, and launching a sci-tech resource-sharing network to enhance access to research facilities and scientific data.
