On November 7, 1941, the CPC Central Revolutionary Military Commission issued an instruction on the military construction in anti-Japanese base areas. The instruction pointed out that the new policy for struggling behind enemy lines was to uphold the principle of long-term scattered guerrilla war, to employ a variety of measures to deal with the enemy, and to save strength.
