15 state organs fail to reveal reports in due time

Among the 27 state administrations and agencies that are required to publicize their annual reports,?15 have failed to meet their March 31 deadline this year, comprising Beijing's commitment to more political transparency, the Legal Daily reported Thursday.

"The disclosure rate is less than 45 percent," said Lv Yanbin, a law researcher with Chinese Academy of Social Science, who forwarded his analysis to the newspaper.

Public disclosure of government agencies' annual report was mandated in a state department regulation authorized by Chinese Premier Wen Jiabao on April 5, 2007, in an aim to boost public confidence in a more transparent administration.

However, part of the problem, Lv suspected, is due to the loosely-worded 2007 rule which failed to detail any specific punishments on disclosure defaults.
