BEIJING- China will start a program to dispatch 30,000 experts to grassroots units to solve problems at primary level and enhance local talent building, sources with Ministry of Human Resources and Social Security said Wednesday.

The program will take five years to send the experts to serve in regions under county level, including countryside, towns, communities, and small and medium-sized enterprises, the ministry said.

Officials with the ministry said that Chinese talents play an important role in promoting scientific research, economic development and strategic transformation at primary level, but experts especially high-caliber specialists are poorly distributed in the country.

According to the ministry, the experts will help the grassroots units to solve local technical problems, cultivate local talents, put scientific research into daily use and carry out public welfare activities.

The experts are to be selected from institutions of higher education, institutions of scientific research, and state-owned big and medium-sized enterprises.
