China's new Syria statement explained

BEIJING - China on Monday explained its recent six-point statement for the political resolution of Syria's problems, saying it fully revealed China's responsible and constructive attitude in addressing the crisis.

"China hopes to take real action to contribute to the settlement of the Syrian crisis in an impartial and practical way that is acceptable to all parties concerned," said Foreign Ministry spokesman Liu Weimin at a regular press briefing.

Liu's remarks came in response to a question concerning the aim of China's new statement concerning Syria, released on Sunday, as well as its difference with previous statements on the issue.

Liu said currently the situation in the West Asian country was increasingly grim and complicated by prominent clashes between parties concerned. The international community holds different views on solving the Syrian crisis, which is neither helpful to settling the issue as soon as possible, nor conducive to the cooperation and solidarity of the international community.

"Therefore, China believes it is necessary to further explain its policy and stand based on the recent developments of the situation in Syria," he said.

China made the six-point statement in an effort to promote broader consensus among the international community, and to offer detailed ideas and ways to address the crisis, Liu said.

Li Huaxin, China's former Ambassador to Syria, will visit the troubled country from March 6 to 7 as Chinese Foreign Minister Yang Jiechi's representative. The two sides will exchange views on China's six-point statement, Liu added.

China's stance on Syria's problems is clear and consistent, said the spokesman, adding the country's latest statements and explanations on its policy were essentially continuous.

"We always propose to give top priority to ending the violence, and believe the sole correct path is to solve the Syria issue through dialogues," Liu said.

China advocates respecting the sovereignty of Syria as well as the independent choice of Syrian people, he said, urging the international community to play a positive and constructive role.

"We always oppose armed interference or pushing for 'regime change' in Syria," Liu said.

According to the spokesman, China's new statement has put forward specific ideas.

For instance, based on the deterioration of humanitarian situation in some regions of Syria, China proposes that the UN or an impartial body acceptable to all parties should make an objective and comprehensive assessment of the humanitarian situation, and ensure the delivery and distribution of humanitarian aid.

Meanwhile, China expressed its willingness to provide humanitarian assistance to the Syrian people, Liu said.

For another example, in view of the appointment of the Joint Special Envoy on the Syrian crisis by the United Nations (UN) and the Arab League, China expressed support for the envoy's mediation efforts in launching an inclusive political dialogue among Syria's government and various factions.

China also advocates that the UN Security Council members should carry out equal-footed, patient and full consultation on the political solution to the Syrian crisis, in an effort to safeguard the group's unity, Liu said.
