Ministry of Civil Affairs pushed to draw up Children's Welfare Regulation.

What it is about: Chen Shu, a national legislator and chief editor of Guangzhou Lawyers magazine at Guangzhou lawyers' association, advised last year to revise the adoption law to ban individuals from adopting children in unauthorized way and the procedure should instead involve welfare houses.

Feedback: Chen said she received a reply from the Ministry of Civil Affairs in June that it is working to draft Children Welfare Regulation. "It is confirmed on the ministry's website that the regulation is being made. It's related to my proposal.

"I think the ministry has done a lot of things and I am happy to see their reply," she added. Chen said that in addition to the abandoned babies, she will pay more attention this year to orphans and children unable to receive proper care from their parents.
