Your Excellency President Lee Jae-myung,

Colleagues,

It is my great pleasure to be here in Gyeongju, a city of rich history and culture, to join you in discussing the future of the Asia-Pacific. Let me begin by thanking President Lee Jae-myung and the ROK government for the thoughtful arrangement.

Over the past 30-plus years since its founding, from drafting the blueprint of the Free Trade Area of the Asia-Pacific (FTAAP) to advancing the vision of an Asia-Pacific community, APEC has been spearheading the region's rise to the forefront of global open development, and has made the Asia-Pacific the most dynamic part of the global economy.

Currently, changes unseen in a century are accelerating across the world. The international situation is fluid and turbulent. The Asia-Pacific faces growing uncertainties and destabilizing factors in its development. The rougher the seas, the more we must pull together. We should stay true to APEC's founding mission to promote economic growth and improve people's lives, and champion open development where everyone shares opportunities and emerges a winner. We should promote a universally beneficial and inclusive economic globalization, and build an Asia-Pacific community. To this end, I wish to make five proposals.

First, we should work together to safeguard the multilateral trading system. We must practice true multilateralism, and enhance the authority and effectiveness of the multilateral trading system with the WTO at its core. We should stick to the right direction of WTO reform, uphold the most-favored-nation (MFN), nondiscrimination and other fundamental principles, and update international economic and trade rules to reflect the changing times, so as to better protect the legitimate rights and interests of developing countries.

Second, we should work together to build an open economic environment in the region. We should keep promoting trade and investment liberalization and facilitation, deepen fiscal and financial cooperation, and steadily push for regional economic integration. With the RCEP being implemented to high standards and the CPTPP membership expanding, we should help the two align with each other and progress together so as to inject impetus into the development of the FTAAP.

Third, we should work together to keep industrial and supply chains stable and smooth. We must join hands rather than part ways, and strengthen our links rather than sever them. We should vigorously expand our common interests, and support the open development of supply chains. The tenth anniversary of the APEC Connectivity Blueprint gives us a good opportunity to strive for concrete and tangible results in physical, institutional and people-to-people connectivity so as to further consolidate the foundations for open development in our region.

Fourth, we should work together to advance the digital and green transformation of trade. We should make digital technologies a strong catalyst for cross-border trade, and promote practical cooperation in paperless trade, smart customs and other areas. We must remove various green barriers, and expand cooperation in green industries, clean energy and green minerals. The Asia-Pacific Model E-port Network and the Cooperation Network on Green Supply Chain initiated by China under APEC have become important platforms for regional cooperation on the digital and green upgrades for trade.

Fifth, we should work together to promote universally beneficial and inclusive development. We should adhere to the people-centered development philosophy, focus on imbalances in development, and foster an economic globalization that is more inclusive, sustainable, and beneficial to all peoples in the region. China is working with various parties to promote the high-quality development of the Belt and Road Initiative, and supports the modernization drive of more developing countries, which will help open up new space for global development. We have given zero-tariff treatment on 100 percent tariff lines from the least developed countries having diplomatic relations with China, and stand ready to extend the same treatment to all African countries having diplomatic relations with China through the signing of agreements on economic partnership for shared development. We will continue to strive for common development and shared prosperity with all nations.

Colleagues,

China always pursues the basic state policy of opening up, and has taken real steps to promote an open world economy. Over the past five years, China has ranked as the world's largest trader in goods and the second largest in services. It has attracted more than 700 billion US dollars in foreign investment in total, and its outbound investment has been increasing by over five percent on annual average. We have been shortening the negative list for foreign investment, and applying the unilateral visa-free policy to more countries. We are steadily expanding voluntary and unilateral opening up, and have actively aligned with high-standard international economic and trade rules through our 22 pilot free trade zones. China's door to the world will not close; it will only open wider and wider.

A few days ago, the Recommendations for Formulating the 15th Five-Year Plan were adopted at the fourth plenary session of the 20th Central Committee of the Communist Party of China. We will take this opportunity to further deepen reform comprehensively and expand high-standard opening up, and create new opportunities for the Asia-Pacific and the world through the latest achievements of Chinese modernization.

Friends,

Five years ago, I proposed another global leaders' meeting on women. Today, I am very pleased that we are having this gathering in Beijing to commemorate the 30th anniversary of the Fourth World Conference on Women and discussing ways to promote the global women's cause. On behalf of the Chinese government and people, I would like to extend warm congratulations on the opening of the Global Leaders' Meeting on Women.

Women play an important role in creating, promoting and carrying forward human civilization. And the international community has a shared responsibility to advance the cause of women. Thirty years ago, the Fourth World Conference on Women set the lofty goal of "Action for Equality, Development and Peace," and adopted the landmark Beijing Declaration and Platform for Action. Gender equality has been etched in the agenda of our times, galvanizing the whole world in its unwavering pursuit of that goal.

Over the past 30 years, guided by the spirit of the Beijing World Conference on Women, the cause of women has been thriving around the world, adding brilliant splendor to the progress of human civilization. Equality between men and women is now a universal consensus of the international community. It has been included in United Nations development agenda and priority development targets, and 189 countries have ratified the Convention on the Elimination of All Forms of Discrimination against Women. The environment for women's livelihood and development has been improving steadily. Nearly 1,600 laws on women's rights and interests have been enacted by more than 190 countries, and more and more countries have made national action plans to improve women's well-being. Prominent progress has been achieved in women's empowerment. Their educational attainment has been steadily improving, and women are playing an ever more important role in economic, political, cultural, and social affairs. A great many outstanding women have stepped up to take the international stage, living their lives to the full and making contributions with their wisdom and strength.

Ladies and Gentlemen,

Women in every corner of the world are bound together by a shared future. At present, complex challenges still hamper their all-round development. Statistics show that globally, over 600 million women and girls are still mired in war and conflict, and around 10 percent of women and girls are trapped in extreme poverty. At the same time, deep-rooted problems such as violence and discrimination still persist, the gender digital divide is widening, and equality between men and women remains a lofty yet arduous task. Looking ahead, we should rededicate ourselves to the purpose of the Beijing World Conference on Women, and build greater consensus, broaden the paths forward, and take more concrete actions to accelerate the new process of women's all-round development. To this end, I wish to make four proposals.

First, we should jointly foster an enabling environment for women's growth and development. Their all-round development is achieved under the prerequisite of peace and tranquility. We need to uphold the vision of common, comprehensive, cooperative and sustainable security, and must safeguard world peace, so that all women can bask in the sunlight of happiness and tranquility and stay away from the shadow of war and turmoil. We need to enhance the protection of women and girls in regions struck by war, conflict, poverty or natural disaster, and support the vital role of women in preventing conflict and rebuilding their homes. We should improve mechanisms against violence and resolutely crack down on all forms of violence against women.

Second, we should jointly cultivate powerful momentum for the high-quality development of women's cause. Modernization of the world should involve and benefit women. We should proactively address the imbalance and inadequacy of women's development around the world, enable all women to share the benefits of economic globalization, and propel women's all-round development. We need to seize the opportunity of the new wave of scientific and technological revolution and industrial transformation, and empower women's high-quality development through innovation. We need to support women in playing an even bigger role in green development, and strive to help them shine in life and realize their dreams in this era of global modernization.

Third, we should jointly develop governance frameworks to protect women's rights and interests. We need to improve institutions and laws, introduce further tangible and accessible policy measures, channel more quality health and educational resources to all women, and strive to afford all women full and equal enjoyment of various rights. We must promote an inclusive and harmonious social environment that sets women free from discrimination and bias. We should broaden the channels for women to participate in and deliberate on political affairs, and support their extensive engagement in state and social governance. We should jointly nurture an environment that respects women, and morph gender equality into a common value and a code of conduct embraced by everyone in our society.

Fourth, we should jointly write a new chapter in promoting global cooperation on women. Not long ago, I proposed the Global Governance Initiative, calling for a more just and equitable global governance system with the people's interests in mind. Women are crucial in reforming and improving the global governance system. We must support them in assuming their historic responsibilities, enabling them to play a substantive role in global governance and share in its benefits. We should support the central role of the United Nations (UN), urging it to pay more attention to the needs of women in developing countries, create broad cooperation platforms for women from all countries, and continually deepen exchanges and mutual learning, so as to help women across the world thrive and shine together.

In China, the cause of women has always been an integral part of the epic Chinese modernization endeavors. Thanks to years of hard work, we have secured historic achievements and seen historic changes in the cause of women in China. We have won the largest battle against poverty in human history, and thereby brought moderate prosperity to 690 million women, achieving ahead of schedule the poverty reduction goal of the UN's 2030 Agenda for Sustainable Development. We have reduced maternal mortality ratio by nearly 80 percent since 1995, and joined the leading upper-middle-income countries in core indicators for maternal and child health. Today, women in China truly "hold up half the sky" in economic and social development. They make up more than 40 percent of the workforce, more than half of internet start-up founders, and more than 60 percent of all medalists in the past four Summer Olympic Games. In the new era, Chinese women, more confident and vibrant than ever before, are taking part in the whole process of state and social governance. They are fighting on the front lines for rural revitalization and common prosperity as well as scientific innovation and digital transition. They are writing a splendid history of the cause of women in China. On the new journey of Chinese modernization, every woman is a star.

China actively provides opportunities and support for global women's cause through its development. We have initiated the International Day for Dialogue among Civilizations, and set up the Prize for Girls and Women's Education in partnership with UNESCO. We have launched "maternal and child health," "happy campuses," and other "small and beautiful" public welfare projects. We are actively promoting international exchanges and cooperation on women under Belt and Road cooperation, in the Shanghai Cooperation Organization, and within other frameworks.

To further support the global cause of women, I'd like to make the following announcement: In the next five years, China will donate another 10 million US dollars to UN Women; earmark a quota of 100 million US dollars in China's Global Development and South-South Cooperation Fund for implementing development cooperation projects for women and girls in collaboration with international organizations; launch 1,000 "small and beautiful" livelihood programs with Chinese assistance that take women and girls as priority beneficiaries; invite 50,000 women to China for exchange and training programs; and establish a Global Center for Women's Capacity Building, which is aimed at conducting capacity building and other development cooperation with relevant countries and international organizations to train more female talent.

As an ancient Chinese saying goes, "Steadfast dedication yields an enduring fragrance." It is very relevant that we BRICS leaders have this virtual summit today to discuss thoroughly the current international situation and issues of common interest.

As we speak, transformation unseen in a century is accelerating across the world. Hegemonism, unilateralism, and protectionism are getting more and more rampant. Trade wars and tariff wars waged by some country severely disrupt the world economy and undermine international trade rules. At this critical juncture, BRICS countries, standing at the forefront of the Global South, should act on the BRICS Spirit of openness, inclusiveness and win-win cooperation, jointly defend multilateralism and the multilateral trading system, advance greater BRICS cooperation, and build a community with a shared future for humanity. To this end, I wish to make three proposals.

First, we should uphold multilateralism to defend international fairness and justice. History tells us that multilateralism is the shared aspiration of the people and the overarching trend of our time. It provides an important underpinning for world peace and development. The Global Governance Initiative that I proposed is aimed at galvanizing joint global action for a more just and equitable global governance system. We should follow the principle of extensive consultation and joint contribution for shared benefit, and safeguard the international system with the United Nations at its core and the international order based on international law, so as to cement the foundations of multilateralism. At the same time, we should actively promote greater democracy in international relations and increase the representation and voice of Global South countries. We should improve the global governance system through reform so as to fully mobilize resources from all quarters and tackle more effectively the common challenges for humanity.

Second, we should uphold openness and win-win cooperation to safeguard the international economic and trade order. Economic globalization is an irresistible trend of history. Countries cannot thrive without an international environment of open cooperation, and no country can afford to retreat to self-imposed isolation. No matter how the international landscape may evolve, we must stay committed to building an open global economy, so as to share opportunities and achieve win-win outcomes in openness. We should uphold the multilateral trading system with the World Trade Organization at its core and oppose all forms of protectionism. We should promote a universally beneficial and inclusive economic globalization, place development at the heart of our international agenda, and ensure that Global South countries participate in international cooperation as equals and share in the fruits of development.

Third, we should uphold solidarity and cooperation to foster synergy for common development. As a Chinese saying goes, "It takes a good blacksmith to forge good steel." We can only cope with external challenges more effectively when we manage our own affairs well in the first place. BRICS countries account for nearly half of the world's population, around 30 percent of global economic output, and one-fifth of global trade. We are also home to major natural resources, big manufacturers and vast markets. The more closely we work together, the more resilient, resourceful and effective we are in addressing external risks and challenges. China is ready to work with fellow BRICS countries to implement the Global Development Initiative and advance high-quality Belt and Road cooperation. We should leverage our respective strengths, deepen practical cooperation, and make our business, financial, scientific and technological cooperation more productive, so as to strengthen the foundation, momentum and impact of greater BRICS cooperation and deliver more practical benefits to our peoples.

Distinguished Colleagues,

This year marks the 80th anniversary of the victory of the World Anti-Fascist War and the founding of the United Nations. It is a milestone prompting us to remember the past and create a better future together. Eighty years ago, the international community learned profound lessons from the scourge of two world wars and founded the United Nations, thus writing a new page in global governance. Eighty years later, while the historical trends of peace, development, cooperation and mutual benefit remain unchanged, the Cold War mentality, hegemonism and protectionism continue to haunt the world. New threats and challenges have been only increasing. The world has found itself in a new period of turbulence and transformation. Global governance has come to a new crossroads.

History tells us that at difficult times, we must uphold our original commitment to peaceful coexistence, strengthen our confidence in win-win cooperation, advance in line with the trend of history, and thrive in keeping pace with the times.

To this end, I wish to propose the Global Governance Initiative (GGI). I look forward to working with all countries for a more just and equitable global governance system and advancing toward a community with a shared future for humanity.

First, we should adhere to sovereign equality. We should maintain that all countries, regardless of size, strength and wealth, are equal participants, decision-makers and beneficiaries in global governance. We should promote greater democracy in international relations and increase the representation and voice of developing countries.

Second, we should abide by international rule of law. The purposes and principles of the UN Charter and other universally recognized basic norms of international relations must be observed comprehensively, fully and in their entirety. International law and rules should be applied equally and uniformly. There should be no double standards, and the house rules of a few countries must not be imposed upon others.

Third, we should practice multilateralism. We should uphold the vision of global governance featuring extensive consultation and joint contribution for shared benefit, strengthen solidarity and coordination, and oppose unilateralism. We should firmly safeguard the status and authority of the UN, and ensure its irreplaceable, key role in global governance.

Fourth, we should advocate the people-centered approach. We should reform and improve the global governance system to ensure that the people of every nation are the actors in and beneficiaries of global governance, so as to better tackle the common challenges for mankind, better narrow the North-South gap, and better safeguard the common interests of all countries.

Fifth, we should focus on taking real actions. We should adopt a systematic and holistic approach, coordinate global actions, fully mobilize various resources, and strive for more visible outcomes. We should enhance practical cooperation to prevent the governance system from lagging behind or being fragmented.

Colleagues,

The founding declaration and the Charter of the Shanghai Cooperation Organization made it clear at the outset that we should promote a more democratic, just and equitable international political and economic order. Over the past 24 years, the SCO has adhered faithfully to the Shanghai Spirit of mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations, and pursuit of common development. We have discussed regional affairs together, built platforms and mechanisms together, and benefited from cooperation together. We have also initiated many new global governance concepts and put them into practice. The SCO has increasingly become a catalyst for the development and reform of the global governance system.

In response to the once-in-a-century transformations unfolding faster across the world, the SCO should step up to play a leading role and set an example in carrying out the GGI.

We should contribute to safeguarding world peace and stability. With a vision for common security, SCO member states have signed the Treaty on Long-Term Good-Neighborliness, Friendship and Cooperation, conducted effective security cooperation, and maintained overall stability in the region. We should continue to uphold the principles of non-alliance, non-confrontation and not targeting any third party. We should combine our efforts in addressing various threats and challenges, give full play to the newly established SCO Universal Center for Countering Security Challenges and Threats and the SCO Anti-drug Center, and build a community of common security in the region. We should remain a force for stability in this volatile world.

We should step up to take the responsibility for open cooperation across the globe. SCO member states have rich energy resources, big markets and strong internal driving forces, and we are contributing a rising share to world economic growth. We should continue to dismantle walls, not erect them; we should seek integration, not decoupling. We should advance high-quality Belt and Road cooperation, and push for a universally beneficial and inclusive economic globalization.

China will readily share the opportunities of its vast market, and continue to implement the action plan for high-quality development of economic and trade cooperation within the SCO family. China will establish three major platforms for China-SCO cooperation in energy, green industry, and the digital economy, and will set up three major cooperation centers for scientific and technological innovation, higher education, and vocational and technical education. We will work with fellow SCO countries to increase the installed capacity of photovoltaic and wind power each by 10 million kilowatts in the next five years. We are ready to build with all sides the artificial intelligence application cooperation center, and share the dividends of progress in AI. We welcome all parties to use the Beidou Satellite Navigation System and invite countries with relevant capacities to take part in the International Lunar Research Station project.

We should set an example in championing the common values of humanity. Among SCO member states, cultural exchanges are packed with highlights, people-to-people interactions are frequent and robust, and different civilizations radiate their unique splendor. We should continue to promote exchanges and mutual learning among civilizations, and write brilliant chapters of peace, amity and harmony among countries different in history, culture, social system and development stage.

China will host and ensure the success of the SCO Political Parties Forum, the SCO Green and Sustainable Development Forum, and the SCO Forum on Traditional Medicine. In the next five years, China will treat 500 patients with congenital heart disease, perform 5,000 cataract operations, and carry out 10,000 cancer screenings for other SCO countries.

We should act to defend international fairness and justice. In compliance with the principles of justice and fairness, SCO member states have engaged constructively in international and regional affairs, and upheld the common interests of the Global South. We should continue to unequivocally oppose hegemonism and power politics, practice true multilateralism, and stand as a pillar in promoting a multipolar world and greater democracy in international relations.

China supports the SCO in expanding cooperation with other multilateral institutions, such as the UN, ASEAN, the Eurasian Economic Union, and the Conference on Interaction and Confidence Building Measures in Asia, to jointly uphold the international economic and trade order and improve global and regional governance.

An ancient Chinese philosopher said of the importance of principles, "Uphold the Great Principle, and the world will follow." In two days, China will commemorate solemnly the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War. Many colleagues will join us in Beijing. We are ready, together with all parties, to uphold courageously the great principle and the common good of the world, promote a correct historical perspective on World War II, resolutely safeguard the fruits of our victory in the War, and deliver more benefits to the entire humanity through the reform of the global governance system and the building of a community with a shared future for humanity.

Distinguished Colleagues,

As early as 24 years ago when it was founded, the Shanghai Cooperation Organization established the Shanghai Spirit, i.e., mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations, and pursuit of common development. The member states have since acted in this spirit to share opportunities and seek common development. They have brought about groundbreaking and historic achievements in SCO development and cooperation.

We were the first to set up a military confidence-building mechanism in our border areas, turning our extensive borders into a bond of friendship, mutual trust and cooperation. We were the first to take multilateral actions against the three forces of terrorism, separatism and extremism. We steadily promoted law enforcement and security cooperation, properly managed and settled differences, unequivocally opposed external interference, and maintained peace and tranquility in the region.

We were the first to launch Belt and Road cooperation. A large number of signature projects and "small and beautiful" livelihood projects have been successfully implemented, and industrial investment cooperation has been actively advanced, providing robust driving forces for development and prosperity across the region. China's cumulative trade with other SCO countries has surpassed US$2.3 trillion, hitting ahead of schedule the target that I had set. Our multidimensional connectivity network has been further improved. Nearly 14,000 kilometers of international land transport routes are in operation among member states. And the China-Europe Railway Express has operated more than 110,000 train services.

We were the first to conclude a treaty on long-term good-neighborliness, friendship and cooperation, proclaiming our commitment to forge lasting friendship and refrain from hostilities. We set up and fully leveraged mechanisms such as the SCO Good-Neighborliness, Friendship and Cooperation Commission. We built a network for people-to-people friendly exchanges, and expanded cooperation at the subnational level and in such areas as media, think tank, women and youth, bringing the hearts of our peoples closer to each other.

We were the first to put forth the vision of global governance featuring extensive consultation and joint contribution for shared benefit as an effort to practice true multilateralism. We deepened cooperation with the United Nations and other international organizations, and played a constructive role in international and regional affairs. We always stand on the side of international fairness and justice, champion inclusiveness and mutual learning between civilizations, and oppose hegemonism and power politics, thus becoming a proactive force for world peace and development.

Colleagues,

The SCO has grown into the world's largest regional organization, with the participation of 26 countries, cooperation covering more than 50 areas, and a combined economic output of nearly US$30 trillion. Its international influence and appeal are increasing day by day.

Looking back, we have weathered the storms on our journey and emerged stronger because we have adhered to the Shanghai Spirit. Looking ahead, we should carry forward the Shanghai Spirit in a world fraught with challenges and changes, forge ahead with solid steps, and better tap into the potential of our Organization.

First, we should seek common ground while putting aside differences. Shared aspirations are the source of strength and advantage, and the will to seek commonality while shelving differences reflects vision and wisdom. SCO member states are all friends and partners. We should respect our differences, maintain strategic communication, build up consensus, and strengthen solidarity and collaboration. We should make the pie of cooperation bigger, and fully utilize the endowment of every country, so that we can fulfill our responsibility for peace, stability, development and prosperity in the region.

Second, we should pursue mutual benefit and win-win results. We need to better align our development strategies and promote the high-quality implementation of the Belt and Road Initiative, so that in planning and building relevant projects together and benefiting from them together we can strengthen the momentum of regional development and improve the well-being of the people. We should leverage the strengths of our mega-sized markets and economic complementarity between member states, and improve trade and investment facilitation. We should enhance cooperation in such areas as energy, infrastructure, green industry, the digital economy, scientific and technological innovation, and artificial intelligence. We should march toward modernization hand in hand by bringing out the best in one another and working together for a shared future.

Third, we should champion openness and inclusiveness. The vast land of Asia and Europe, a cradle of ancient civilizations where the earliest exchanges between the East and the West took place, has been a driving force behind human progress. Since ancient times, people of different countries have bartered and traded for mutual benefit and learned from each other. SCO member states need to enhance mutual understanding and friendship through people-to-people exchanges, firmly support one another in economic cooperation, and jointly cultivate a garden of civilizations in which all cultures flourish in prosperity and harmony through mutual enlightenment.

Fourth, we should uphold fairness and justice. We must promote a correct historical perspective on World War II, and oppose the Cold War mentality, bloc confrontation and bullying practices. We should safeguard the U.N.-centered international system, and support the multilateral trading system with the WTO at its core. We should advocate an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, and make the global governance system more just and equitable.

Fifth, we should strive for real results and high efficiency. We should continuously promote SCO reform, increase resources input and enhance capacity building to improve its institutional structure and make its decision-making more scientific and its actions more efficient. We should put into use the SCO Universal Center for Countering Security Challenges and Threats and the SCO Anti-drug Center and set up an SCO development bank as soon as possible to provide stronger underpinnings for security and economic cooperation among member states.

Colleagues,

China always aligns its development with that of the SCO and with the aspiration of the people of member states for a better life. To date, China's investment stock in other SCO member states has exceeded US$84 billion, and its annual bilateral trade with other SCO member states has surpassed US$500 billion.

China has always focused on taking real actions to ensure better development of the SCO. Going forward, China plans to implement 100 "small and beautiful" livelihood projects in member states with such need. It will provide RMB 2 billion yuan in grant to SCO member states within this year, and will issue an additional RMB 10 billion yuan in loan to the member banks of the SCO Interbank Consortium over the next three years. Starting from next year, China will double the current number of SCO-specific scholarships, and launch an SCO innovative PhD program to jointly train high-caliber talent in academic as well as scientific and technological research. In the next five years, China will establish 10 Luban Workshops in SCO member states and provide 10,000 human resources training opportunities.

Today is a joyful day for leaders of SCO member states to have this happy gathering with old and new friends. It is also the Independence Day of Kyrgyzstan and the National Day of Malaysia. I wish to take this opportunity to offer our heartfelt congratulations to President Sadyr Japarov, Prime Minister Anwar Ibrahim, and the friendly peoples of Kyrgyzstan and Malaysia.

Tianjin is an open and inclusive metropolis. It has served as a strategic guardian city for our nation's capital throughout history, and pioneered China's reform and opening up as a pilot zone. In recent years, Tianjin has implemented the national strategy of Beijing-Tianjin-Hebei coordinated development, and written its new and dynamic chapter in advancing Chinese modernization. We believe that as the host of this Summit, Tianjin will give fresh impetus to the sustainable development of our Organization.

We will also convene the "SCO Plus" Meeting with leaders of non-SCO members and international organizations. We will focus on how to strengthen cooperation, promote development, and improve global governance.

I am delighted to join you at the second China-Central Asia Summit in the beautiful city of Astana. I'd like to thank President Tokayev and the government of Kazakhstan for the gracious hospitality and thoughtful arrangement.

During our meeting in Xi'an two years ago, we jointly outlined the Xi'an Vision for China-Central Asia cooperation. The six pomegranate trees we planted together are in full bloom today, auguring the vitality of the cooperation among the six nations.

Two years on, China and Central Asian countries have further deepened and substantiated Belt and Road cooperation. Our trade has grown by 35 percent, and we have made important progress in industrial investment, green mining, technological innovation, and other fields of cooperation. The package of projects with Chinese financial support are well underway. While more and more Chinese new energy vehicles and photovoltaic products are entering Central Asian markets, Central Asian agricultural products, including honey, fruits, wheat and poultry, are diversifying the dinner tables of Chinese families.

Two years on, the China-Kyrgyzstan-Uzbekistan railway project has been officially launched. We are making steady progress in planning for the third railway link between China and Kazakhstan, in phase-II restoration of the China-Tajikistan highway, and in China-Turkmenistan energy cooperation. Freight train services are connecting more and more Chinese cities to Central Asia. The Trans-Caspian International Transport Route has been upgraded and expanded. Green industries, digital economy, artificial intelligence, aviation and space are becoming new drivers of our cooperation. Cross-border e-commerce, online education, and other new business models are benefiting more and more people in China and Central Asia.

Two years on, China and Central Asian countries have made progress in establishing cultural centers in each other as well as in opening branches of Chinese universities and Luban Workshops. China has made mutual visa-free arrangements with Kazakhstan and Uzbekistan, facilitating more than 1.2 million travels between China and Kazakhstan alone in 2024. Tourism and culture years and art festivals of Central Asian countries are very popular in China. Chinese films and TV dramas, such as Min-Ning Town and To the Wonder, have become great hits in Central Asia. The China-Central Asia train services for cultural tourism have been successfully inaugurated. And today, we will witness the number of sister cities between China and Central Asia reach the milestone of 100 pairs.

Two years on, we have launched 13 ministerial cooperation platforms under the China-Central Asia mechanism. The Secretariat is fully functioning, and the core framework of the mechanism is largely in place.

I am pleased to see that our consensus at the first Summit has been implemented across the board -- from the millennium-old Xi'an to Astana "the pearl of the steppe," from the coast of the Yellow Sea to the shores of the Caspian Sea, from the Tianshan Mountain Range to the Pamir Plateau. The path of our cooperation is steadily widening, and our friendship is blooming ever more brightly.

Our cooperation is rooted in more than 2,000 years of friendly exchanges, cemented by solidarity and mutual trust cultivated through more than three decades of diplomatic ties, and taken forward via openness and win-win cooperation of the new era. Today, unprecedented changes are unfolding at a faster pace across the globe, thrusting the world into a new state of heightened turbulence and volatility. A strong belief in fairness and justice and an unyielding commitment to mutual benefit and win-win cooperation are the only way to maintain world peace and achieve common development. There is no winner in tariff wars or trade wars. Unilateralism, protectionism and hegemonism will surely backfire while hurting others.

I always maintain that history should move forward, not backward; and the world should be united, not divided. Humanity must not regress to the law of the jungle. Instead, we should build a community with a shared future for mankind.

Three years ago, we announced together that we would build a China-Central Asia community with a shared future, setting out the goal and direction of our six nations in building consensus, overcoming challenges and pursuing development. We should act on the China-Central Asia Spirit, enhance cooperation with renewed vigor and more practical measures, promote high-quality development of the Belt and Road Initiative, and forge ahead toward our goal of a community with a shared future for the region.

First, we should stay committed to our fundamental goal of unity, and always trust and support each other. China consistently takes Central Asia as a priority in its neighborhood diplomacy. With a firm belief in an amicable, secure and prosperous neighborhood as well as a strong dedication to amity, sincerity, mutual benefit and inclusiveness, China interacts with Central Asian countries on the basis of equality and sincerity. We always wish our neighbors well.

Today, we will sign together a treaty on eternal good-neighborliness, friendship and cooperation to enshrine the principle of everlasting friendship in the form of law. This is a new landmark in the history of the relations between our six countries and a pioneering initiative in China's diplomatic engagement with its neighbors. It is a milestone for today and a foundation for tomorrow.

Second, we should optimize our cooperation framework to make it more results-oriented, more efficient, and more deeply integrated. We have agreed to designate 2025 and 2026 as the Years of High-Quality Development of China-Central Asia Cooperation. We should focus our cooperation on smooth trade, industrial investment, connectivity, green mining, agricultural modernization and personnel exchanges, and roll out more projects on the ground. We should do our best to get early harvests as soon as possible.

China is ready to share with Central Asian countries development experience and latest technological advances, promote connectivity in digital infrastructure, enhance cooperation on artificial intelligence, and foster new quality productive forces.

In order to promote relevant cooperation, China has decided to establish three cooperation centers, i.e. on poverty reduction, on education exchange, and on desertification prevention and control, as well as a cooperation platform on smooth trade under the China-Central Asia cooperation framework. China will provide a grant of RMB 1.5 billion yuan to Central Asian countries this year to be used in livelihood and development projects high on their agenda. China will also provide 3,000 training opportunities to Central Asian countries in the next two years.

Third, we should develop a security framework for peace, tranquility and solidarity. We should step up regional security governance, deepen law enforcement and security cooperation, jointly prevent and thwart extreme ideologies, and resolutely fight terrorism, separatism and extremism, so as to maintain peace and stability in our region.

China supports Central Asian countries in modernizing their national defense, law enforcement and security capacities. We will do our best to help Central Asian countries combat terrorism and transnational organized crime and safeguard cybersecurity and biosecurity. We will launch more Safe City projects, and conduct more joint exercises and joint training cooperation.

Afghanistan is our close neighbor. We should strengthen coordination to help the country boost its development capacity and achieve peace, stability, reconstruction and development at an early date.

Fourth, we should cement the bonds of shared vision, mutual understanding and mutual affection between our peoples. China will enhance cooperation between legislatures, political parties, women, youth, media and think tanks with Central Asian countries, conduct in-depth exchange of governance experience, and share experience in green development, poverty reduction and anti-corruption.

China is ready to set up more cultural centers, university branches and Luban Workshops in Central Asia, and launch new majors in Central Asian languages in Chinese universities. We will continue to carry out effectively the "China-Central Asia technology and skills improvement scheme" to train more high-caliber talent for Central Asian countries.

China supports deepening subnational cooperation with Central Asia. We will make good use of sister-city relations and people-to-people exchanges to nurture heart-to-heart connections at central and subnational levels, between official and non-governmental actors, and from adjacent to broader areas.

I hope that the travel-facilitation measures we adopt today will be implemented as soon as possible to help our people visit each other more conveniently, efficiently and frequently like relatives, and in the course help them become ever closer to each other.

Fifth, we should uphold a fair and equitable international order and an equal and orderly world structure. China supports Central Asian countries in playing a bigger role in international affairs. We stand ready to work with all parties to defend international fairness and justice, oppose hegemonism and power politics, and promote an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization.

This year marks the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, and the 80th anniversary of the founding of the United Nations. In the strenuous times of war, Chinese and Central Asian peoples supported each other through adversity, and jointly made important contributions to the cause of justice of humanity. We should promote the correct view of history, defend the fruits of the victory of World War II, uphold the UN-centered international system, and provide more stability and certainty for world peace and development.

It gives me great pleasure to meet so many old and new friends from Latin American and Caribbean (LAC) countries in Beijing. On behalf of the Chinese government and people, I extend a warm welcome to you all.

In 2015, LAC delegates and I attended the opening ceremony of the First Ministerial Meeting of the China-CELAC Forum in Beijing, which marked the launch of the China-CELAC Forum. Ten years on, with dedicated nurturing of both sides, the Forum has grown from a tender sapling into a towering tree. This fills me with deep pride and satisfaction.

Although China and the LAC region are geographically distant, the bonds of our friendship stretch back through centuries. As early as in the 16th century, Nao de China, or "Ships of China," laden with friendship, shuttled across the Pacific, marking the dawn of interactions and exchanges between China and the LAC region. From the 1960s onward, as New China established diplomatic ties with some LAC countries, exchanges and cooperation between the two sides became closer and closer. Since the turn of the century and in particular in recent years, China and LAC countries have ushered in a historic era of building a shared future.

We stand shoulder to shoulder and support each other. China appreciates the long-standing commitment of LAC countries that have diplomatic ties with China to the one-China principle. China firmly supports LAC countries in pursuing development paths suited to their national conditions, safeguarding sovereignty and independence, and opposing external interference. In the 1960s, mass rallies and demonstrations took place across China in support of the Panamanian people's rightful claim to sovereignty over the Panama Canal. In the 1970s, during the Latin American campaign for 200-nautical-mile maritime rights, China voiced its resolute and unequivocal support for the legitimate demands of developing countries. For 32 consecutive times since 1992, China has consistently voted for the United Nations (U.N.) General Assembly resolutions calling for an end to the U.S. embargo against Cuba.

We ride the tide of progress together to pursue win-win cooperation. Embracing the trend of economic globalization, China and LAC countries have deepened cooperation in trade, investment, finance, science and technology, infrastructure, and many other fields. Under the framework of high-quality Belt and Road cooperation, the two sides have implemented more than 200 infrastructure projects, creating over a million jobs. The China-LAC satellite cooperation program has set a model for high-tech South-South cooperation. The inauguration of Chancay Port in Peru has established a new land-and-sea connectivity link between Asia and Latin America. China has signed free trade agreements with Chile, Peru, Costa Rica, Ecuador, and Nicaragua. Last year, trade between China and LAC countries exceeded US$500 billion for the first time, an increase of over 40 times from the beginning of this century.

We unite in tough times to conquer challenges through mutual support. China and LAC countries have collaborated on disaster prevention, mitigation and relief and on joint response to hurricanes, earthquakes and other natural disasters. Since 1993, China has dispatched 38 medical teams to the Caribbean. When the pandemic of the century struck, China was among the first to offer assistance to LAC countries, providing over 300 million doses of vaccines and nearly 40 million units of medical supplies and equipment, and sending multiple teams of medical experts. All this helped protect the lives of hundreds of millions across the region.

We uphold solidarity and coordination and rise to global challenges with resolve. Together, China and LAC countries champion true multilateralism, uphold international fairness and justice, advance global governance reform, and promote multipolarization of the world and greater democracy in international relations. We have worked together to address global challenges like climate change, and advance progress in global biodiversity governance. China and Brazil jointly issued a six-point common understanding on the political settlement of the Ukraine crisis, which has been endorsed by more than 110 countries, contributing our wisdom and strength to resolving international hotspot issues.

Facts have shown that China and LAC countries are advancing hand in hand as a community with a shared future. This community of ours is founded upon equality, powered by mutual benefit and win-win, invigorated by openness and inclusiveness, and dedicated to the people's well-being. It exhibits enduring vitality and holds immense promise.

The century-defining transformation is accelerating across the globe, with multiple risks compounding one another. Such developments make unity and cooperation among nations indispensable for safeguarding global peace and stability and for promoting global development and prosperity. There are no winners in tariff wars or trade wars. Bullying or hegemonism only leads to self-isolation. China and LAC countries are important members of the Global South. Independence and autonomy are our glorious tradition. Development and revitalization are our inherent right. And fairness and justice are our common pursuit. In the face of seething undercurrents of geopolitical and bloc confrontation and the surging tide of unilateralism and protectionism, China stands ready to join hands with our LAC partners to launch five programs that advance our shared development and revitalization, and contribute to a China-LAC community with a shared future.

The first is Solidarity Program. China will work with LAC countries to support each other on issues bearing on our respective core interests and major concerns. We must enhance exchanges in all fields, and strengthen communication and coordination on major international and regional issues. In the next three years, to facilitate our exchanges on national governance best practices, China will invite 300 members from political parties of CELAC member states every year to visit China. China supports the efforts by LAC countries in increasing their influence on the multilateral stage. We will work with LAC countries to firmly safeguard the international system with the U.N. at its core and the international order underpinned by international law, and to speak with one voice in international and regional affairs.

The second is Development Program. China will work with LAC countries to implement the Global Development Initiative. We will resolutely uphold the multilateral trading system, ensure stable, unimpeded global industrial and supply chains, and promote an international environment of openness and cooperation. We should foster greater synergy between our development strategies, expand high-quality Belt and Road cooperation, and bolster cooperation in traditional areas such as infrastructure, agriculture and food, and energy and minerals. We should expand cooperation in emerging areas such as clean energy, 5G telecommunications, the digital economy and artificial intelligence, and carry out the China-LAC Science and Technology Partnership. China will increase imports of quality products from LAC countries, and encourage its enterprises to expand investment in the LAC region. We will provide a RMB66 billion yuan credit line to support LAC countries' development.

The third is Civilization Program. China will work with LAC countries to implement the Global Civilization Initiative. We should uphold the vision of equality, mutual learning, dialogue, and inclusiveness between civilizations, and champion humanity's common values of peace, development, fairness, justice, democracy, and freedom. We should enhance China-LAC civilizational exchanges and mutual learning, including through a conference on China-LAC inter-civilizational dialogue. We should deepen cultural and artistic exchanges and cooperation, and hold the Latin American and Caribbean Arts Season. We should strengthen exchanges and cooperation in cultural heritage fields such as joint archaeological projects, conservation and restoration of ancient and historic sites, and museum exhibitions. We should also carry out collaborative studies of ancient civilizations and enhance cooperation to combat illicit trafficking of cultural property.

The fourth is Peace Program. China will work with LAC countries to implement the Global Security Initiative. China supports the Proclamation of Latin America and the Caribbean as a Zone of Peace and the Declaration of Member States of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean. The two sides should cooperate more closely in disaster governance, cybersecurity, counterterrorism, anti-corruption, narcotics control and combating transnational organized crime so as to safeguard security and stability in the region. China will organize law enforcement training programs tailored to the needs of CELAC member states, and do our best to provide equipment assistance.

The fifth is People-to-People Connectivity Program. In the next three years, China will provide CELAC member states with 3,500 government scholarships, 10,000 training opportunities in China, 500 International Chinese Language Teachers Scholarships, 300 training opportunities for poverty reduction professionals, and 1,000 funded placements through the Chinese Bridge program. We will initiate 300 "small and beautiful" livelihood projects, actively promote vocational education cooperation programs such as Luban Workshop, and support CELAC member states in developing Chinese language education. We will also launch an exhibition of Chinese films and TV programs under The Bond, and work with LAC countries to translate and introduce 10 premium TV dramas and audiovisual programs annually to each other. China will host the China-LAC tourism dialogue with LAC countries. To facilitate friendly exchanges, China has decided to implement a visa exemption for five LAC countries as the first step, and will expand this policy coverage at proper times.

As an 11th-century Chinese poet wrote, "Life's greatest joy comes from finding kindred spirits." Latin America has a similar proverb which goes, "The one who has a friend has a treasure." No matter how the world changes, China will always stand by LAC countries as a good friend and a good partner. Let us march forward together on our paths toward modernization, working together to write a new chapter in building a China-LAC community with a shared future.
