Luo Zhaohui was born in 1962 in Hubei province. He received a bachelor's degree from Central China Normal University and a master's degree from Peking University.

During his career with the Foreign Ministry, his work has focused on North America, Asia and external security, and he has served in diplomatic posts in India, the United States, Singapore and Pakistan.

He was the Chinese ambassador to Pakistan from March 2007 to June 2010 and the ministry's director-general for external security affairs between June 2010 and March 2011. He became director-general of the ministry's Asia Department in March 2011.
