"Even though there are strict indexes of assessment at national and local, industry and enterprise levels, ... industrial growth still relies overwhelmingly on resource consumption and the trend of a worsening ecology and environment is far from being contained."

Li Yizhong, president of the China Federation of Industrial Economics and former minister of industry and information technology, said at a summit on Tuesday. Li said China's energy consumption in 2012 accounted for 21.3 percent of the global total and its energy consumption per GDP is four times that of developed economies.
