China to promote high-quality grain project

The Chinese government in Beijing Friday discussed and adopted in principal "the plan to promote nationwide high-quality grain production project from 2004 to 2010" in its executive meeting chaired by Premier Wen Jiabao.

Food safety is related to the overall situation of national economic development and social stability, and the implementation of a high-quality grain project is of great importance to national food safety, as well as to farmers' income and regional economic development, according to the State Council's executive meeting.

The gists of the project implementation, according to the meeting, are to protect and arouse the enthusiasm of farmers and local governments of leading grain producing areas and to grow grain and give more support to major grain production regions in increasing their production capacity.

The meeting put stress on the most strict protection of arable land, and rigid control on the expropriation of farmland, rational use of water resources, substantial efforts for the expansion of cropland, construction of agricultural infrastructure, cultivation of high-quality grains acreage, prevention and control of cereals crop diseases and pests, and the spread of advanced technology and efficient distribution of resources.

Meanwhile, the meeting discussed and adopted "the State Council 's Work Points for 2004", which, among others, called for enhancing and improving macro-economic control, maintaining fairly rapid and balanced growth of economy, strengthening and reinforcing the role of agriculture as the foundation and effecting an increase in farmers' income and agricultural output.

China's tasks for reform, development and stability is extremely arduous this year, and various ministries and commissions under the State Council should carry out their obligations fully and conscientiously and fulfill their respective tasks, the meeting said.
