黨的十九大報告強調(diào)，要貫徹新發(fā)展理念，建設現(xiàn)代化經(jīng)濟體系（applying a new vision of development and developing a modernized economy），指出這是跨越關口的迫切要求（an urgent requirement for getting us smoothly through this critical transition）和我國發(fā)展的戰(zhàn)略目標（a strategic goal for China's development）。

報告指出：

建設現(xiàn)代化經(jīng)濟體系，必須把發(fā)展經(jīng)濟的著力點放在實體經(jīng)濟上，把提高供給體系質量作為主攻方向，顯著增強我國經(jīng)濟質量優(yōu)勢。
In developing a modernized economy, we must focus on the real economy, give priority to improving the quality of the supply system, and enhance our economy’s strength in terms of quality.

這一新提法透出了新時代中國經(jīng)濟的七個新信號：

信號一：由高速增長階段轉向高質量發(fā)展階段

報告指出，我國經(jīng)濟已由高速增長階段轉向高質量發(fā)展階段，正處在轉變發(fā)展方式、優(yōu)化經(jīng)濟結構、轉換增長動力的攻關期。
China's economy has been transitioning from a phase of rapid growth to a stage of high-quality development. This is a pivotal stage for transforming China's growth model, improving its economic structure and fostering new drivers of growth.

信號二：提高供給體系質量成為主攻方向

報告指出，堅持去產(chǎn)能、去庫存、去杠桿、降成本、補短板，優(yōu)化存量資源配置，擴大優(yōu)質增量供給，實現(xiàn)供需動態(tài)平衡。
We will continue efforts to cut overcapacity, reduce excess inventory, deleverage, lower costs, and strengthen areas of weakness, and work to achieve a dynamic balance between supply and demand by improving the allocation of available resources and increasing high-quality supply.

信號三：發(fā)展經(jīng)濟的著力點放在實體經(jīng)濟上

報告指出，建設現(xiàn)代化經(jīng)濟體系，必須把發(fā)展經(jīng)濟的著力點放在實體經(jīng)濟上。
In developing a modernized economy, we must focus on the real economy.

信號四：創(chuàng)新成為引領發(fā)展的第一動力

報告指出，創(chuàng)新是引領發(fā)展的第一動力，是建設現(xiàn)代化經(jīng)濟體系的戰(zhàn)略支撐。
Innovation is the primary force driving development; it is the strategic underpinning for building a modernized economy.

信號五：鄉(xiāng)村振興戰(zhàn)略造就“三農(nóng)”新面貌

報告明確，保持土地承包關系穩(wěn)定并長久不變，第二輪土地承包到期后再延長三十年。
Rural land contracting practices will remain stable and unchanged on a long-term basis; the current round of contracts will be extended for another 30 years upon expiration.

信號六：區(qū)域協(xié)調(diào)發(fā)展呈現(xiàn)新局面

報告提出，建立更加有效的區(qū)域協(xié)調(diào)發(fā)展新機制。
We need to put in place new, effective mechanisms to ensure coordinated development of different regions.

信號七：改革要啃硬骨頭 開放形成新格局

報告指出，加快完善社會主義市場經(jīng)濟體制。經(jīng)濟體制改革必須以完善產(chǎn)權制度和要素市場化配置為重點，實現(xiàn)產(chǎn)權有效激勵、要素自由流動、價格反應靈活、競爭公平有序、企業(yè)優(yōu)勝劣汰。推動形成全面開放新格局。
We will accelerate efforts to improve the socialist market economy. In our economic reforms, we must concentrate on improving the property rights system and ensuring the market-based allocation of factors of production, so that property rights act as effective incentives, and we should ensure free flows of factors, flexible prices, fair and orderly competition, and that business survival is determined by competition. We will make new ground in pursuing opening up on all fronts.
