衛計委副主任(deputy head of the NHFPC)馬曉偉表示，各地要迅速摸清現有產科服務資源底數(figure out the reserves of current obstetric services)，調整優化(make adjustment and optimization)，提高現有資源使用效率(make more efficient use of the current resources)。探索"分級建檔制度(registration system at hospitals)"，引導孕婦合理選擇建檔機構，建立孕婦建檔中心，幫助孕婦得到及時有效的(timely and effective)婦幼保健服務。在有條件的高校探索開設大學本科助產專業(explore setting up midwifery as an undergraduate major at qualified institutions)。實施助產士轉崗培訓計劃。在績效工資(merit pay)內部分配等方面對產科醫師、助產士、護士等給予政策傾斜(enjoy preferential policies)。衛計委還要求改善產前和產后服務、增設孕產婦和新生兒急救中心(call for better pre- and post-natal services and more emergency centers for maternal and pediatric treatment)。
