目前，我國尚未制定全國統(tǒng)一的有關(guān)農(nóng)民工隨遷子女(children of rural migrant workers who live in cities with their parents)學(xué)前教育(preschool education)的管理規(guī)范，也未將其納入基本公共服務(wù)(basic public services)范疇。截至2014年年底，城市義務(wù)教育階段流動兒童(migrant children)在公辦學(xué)校就讀比例為79.5%，其余的流動兒童只能在民辦學(xué)校(private school)或者條件簡陋的打工子弟學(xué)校(poorly constructed school set up specifically for migrant children)就讀。藍皮書給出的數(shù)據(jù)顯示，2015年10月，全國流動人口總量達2.47億，作為流動人口子女的流動兒童和留守兒童(left-behind children)這兩個群體總數(shù)約1億人。

2014年，致力于改善流動兒童生活的非政府組織(nongovernmental organization dedicated to improving the lives of migrant children)"新公民計劃(New Citizen Program)"發(fā)布的一份報告顯示，流動兒童的數(shù)量增長迅速。2000年，全國18歲以下流動兒童(migrant children under 18 years old nationwide)的數(shù)量為1980萬，2010年，該數(shù)字增至3580萬。出版該藍皮書的社會科學(xué)文獻社社長謝壽光表示，由于我國正朝建設(shè)小康社會的目標邁進(work toward the goal of building a moderately well-off society)，應(yīng)對流動兒童的生存現(xiàn)狀和教育(living conditions and education)予以更多關(guān)注。
