2月4日,新華社受權發布《中共中央國務院關于實施鄉村振興戰略的意見》，文件對實施鄉村振興戰略進行了全面部署。

China on Sunday released a package of policies under the "No 1 central document" of the year, charting the roadmap for rural vitalization.
我國2月4日發布“中央一號文件”，公布一系列政策，部署鄉村振興戰略。

文件指出，實施鄉村振興戰略（the strategy of rural vitalization），是解決人民日益增長的美好生活需要和不平衡不充分的發展之間矛盾（to address the contradiction between unbalanced and inadequate development and the people’s ever-growing needs for a better life）的必然要求，是實現“兩個一百年”奮斗目標（to realize the Two Centenary Goals）的必然要求，是實現全體人民共同富裕（to achieve prosperity for all）的必然要求。

實施鄉村振興戰略，是黨的十九大作出的重大決策部署。十九大報告指出，

“農業農村農民問題是關系國計民生的根本性問題，必須始終把解決好“三農”問題作為全黨工作重中之重。”
Issues relating to agriculture, rural areas, and rural people are fundamental to China as they directly concern our country’s stability and our people’s wellbeing. Addressing these issues should have a central place on the work agenda of the Party.

文件指出，鄉村振興，產業興旺（thriving businesses）是重點；生態宜居（pleasant living environment）是關鍵；鄉風文明（social etiquette and civility）是保障；治理有效（effective governance）是基礎；生活富裕（prosperity）是根本；擺脫貧困（out of poverty）是前提。

文件確定了實施鄉村振興戰略的目標任務：到2020年，鄉村振興取得重要進展，制度框架和政策體系基本形成（ the strategy should have established an institutional framework and policy system）；到2035年，鄉村振興取得決定性進展，農業農村現代化基本實現（"decisive" progress shall be made, with basic modernization of agriculture and rural areas）；到2050年，鄉村全面振興，農業強、農村美、農民富全面實現（rural areas should have strong agriculture, a beautiful countryside and well-off farmers）。
