 “災后恢復重建條例”擬出臺

國務院總理溫家寶4日主持召開國務院常務會議，審議并原則通過《汶川地震災后恢復重建條例（草案）》。草案明確了以人為本、科學規劃、統籌兼顧、分步實施、自力更生、國家支持、社會幫扶的方針和相關原則。對過渡性安置的方式方法、安置地點選址、配套設施建設以及資金和物資的分配使用等作了明確規定。

The State Council, China's Cabinet, passed a draft regulation on post-quake restoration and reconstruction at an executive meeting in Beijing on Wednesday. The regulation put forward special requirements on earthquake-resistance levels of infrastructure construction in the quake-hit regions, including schools and hospitals.
本周三，國務院常務工作會議通過了災后恢復重建條例草案。該條例對地震災區包括學校和醫院在內的基礎建筑設施抗震水平做出了詳細規定。
上述報道中，regulation on post-quake restoration and reconstruction就是“災后恢復重建條例”，restoration指的是getting something back to its former good condition（恢復）, 而reconstruction則是 the activity of constructing something again（重建）。所以，“災區的通訊恢復”就可以翻譯為Telecom services in quake-hit areas are restored。 earthquake-resistance是“抗震”，如果想表達“這種建筑結構很抗震”，我們就可以說：This kind of building structure is earthquake-resistant。
