Qin He: Promotion supply-side reform in the field of education

Qin He, a CPPCC member from Jilin province, carried a proposal about promoting supply-side reform in the field of education to the 2017 Chinese People's Political Consultative Conference.

According to various reports, universal education levels in China have increased significantly in recent years. By the end of 2015, the gross preschool education enrollment ratio was 75 percent; the net enrollment ratio of primary schools was 99.88 percent; the gross enrollment ratio of middle schools was 104 percent; the popularizing rate of high schools was 87 percent; the gross enrollment of higher education was 40 percent. There are nearly 2 million graduate students in China with 327,000 of them being doctoral students. Now, China is a huge country for education at this scale.

However, there are still some problems in the education supply chain.

From the individual level and family level, demands to pursue better, more diverse, and individualized education opportunities are increasing rapidly. Parents crazed in their pursuit of top schools for the compulsory education stage for their children, making for a hot topic in China. Essentially there is a shortage of excellent urban education resources.

Another problem is although the popularizing rate of high schools is 87 percent, it is still difficult to enter top universities, and it will continue to become more difficult. From the labor market side, the number of new graduates from colleges is increasing year by year, but it is not easy for these graduates to find appropriate work opportunities.

Qin thought that to solve this problem there will not only be a need to promote supply-side reforms in the field of education, but also optimize the structure of education supply while improving the quality and standard of education to improve the utilization percentage of education resources.

Education resource improvement and educational structure optimization are two key problems in promoting supply-side reform in the field of education.

Qin He advises that administrators consider the following:

Strengthen control of education scale;

Improve education quality in impoverished areas;

Optimize educational structure;

Cultivate qualified teachers;

Support non-government funded education, allowing for balanced development of non-government funded education and state education;

Implement educational informationization.
