Abstract:

China has a long-term method for the steady development of grain production, but getting the grain into storage after harvest faces bottlenecks that affect farmers' incomes and the country's food security. In recent years, Jiangsu Province has looked for solutions to this and has helped farmers deal with the grain after harvest, while pushing local grain enterprise reforms. It has also made a greater effort to improve logistics, consider the interests and benefits of the parties involved, and improve the work of getting the grain into storage with some important innovations in removing bottlenecks in food circulation. This report suggests that the government, based on the Jiangsu experience, reform its institutions and policies, separate government from enterprises in the local grain business, transform the grain enterprises, improve government services, and increase grain storage capacity to get the grain to storage and assure national food security.
