Haze Over Beijing-Tianjin-Hebei Region and Shandong-Henan Provinces: Low-Grade Diesel Vehicles’ Emission and Countermeasures(No. 44, 2017)

Abstract: In recent years, in autumn and winter hazy days are long-lasting and pollution has become ever severer, imposing a negative impact on economic and social development as well as on people’s life and health. The internal cause of haze is the discharge of pollutants, while the external cause is due to meteorological factor. Emissions by low-grade diesel vehicles have contributed over 20% of haze weather in Beijing-Tianjin–Hebei region and Shandong–Henan provinces. Geologically, Beijing, Tianjin, Hebei, Shandong and Henan are neighbors. Determined by the cross-region nature and the common ecological problems, the above-mentioned municipalities and provinces within this region share the same ecological environment, and consequently cross-regional treatment is needed. To achieve this end, the mindset of “each minding his own business” should be purged, while concerted efforts are called for to jointly prevent and address the haze issue in Beijing-Tianjin-Hebei region and Shandong-Henan provinces. Four major initiatives are involved. First, the government needs to carry out a special project on clean transportation of freights, and Beijing, Tianjin, Hebei, Shandong and Henan can take the lead in launching the “clean diesel vehicle action plan”. Second, the government needs to strengthen the market supervision across the board, establish a comprehensive law enforcement mechanism led by the police department to rigorously ban the supply chain of the diesel industries which are not matching China IV emission standard as well as low grade diesel industries. Third, the government needs to comprehensively enhance tax oversight and crack down on tax evasion and dodging. Fourth, the government needs to set up a hi-tech-based supportive system and a targeted management mechanism for the prevention and treatment of haze weather.
