Standards for being lifted out of poverty
The number of people in absolute poverty in counties and villages should be less than 2 percent in the country's central region and 3 percent in the western region.
Family income should be about 4,000 yuan ($596.16) a year by 2020. They won't have to worry about food and clothing. Basic medical care, compulsory education and housing are guaranteed.
