Inner Mongolia sets 7 priorities at start of 15th Five-Year Plan

The 11th Plenary Session of the 11th CPC Inner Mongolia Autonomous Regional Committee and the regional economic work conference were held on Dec 29 in Hohhot city. The meeting outlined seven priority tasks for 2026 to further advance high-quality development as the 15th Five-Year Plan (2026-30) period begins.

Building a modern industrial system with local strengths

Focusing on the real economy, Inner Mongolia will extend and strengthen industrial chains, promote equipment upgrades and technological transformation, foster emerging and future industries, and support the high-quality development of the service sector to build a modern industrial system that reflects regional strengths.

Advancing high-level technological self-reliance

The region will deepen innovation-driven development, increase R&D investment in key and competitive sectors, strengthen application-oriented innovation, integrate education, science, and talent development, and build a full innovation chain tailored to local conditions.

Deeper integration into the unified national market

With domestic demand as a key driver, Inner Mongolia will boost consumption, expand effective investment, foster new growth drivers, accelerate major projects, and further integrate into the unified national market.

Building a high-level socialist market economy system

Reform efforts will continue, including advancing State-owned enterprise reform, supporting private sector development, and strengthening legal and institutional guarantees.

Optimizing regional economic development

The region will promote urban-rural integration and coordinated development across eastern, central, and western areas, advance county-based urbanization, revitalize rural areas, consolidate poverty alleviation gains, and foster more balanced, sustainable growth.

Promoting cultural prosperity

Inner Mongolia will expand high-quality cultural offerings, foster positive social values, strengthen international cultural exchanges, and build itself into a culturally strong region.

Strengthening social welfare and livelihoods

Putting people first, the region will implement 10 major livelihood programs, including income growth, employment, education, healthcare, elderly care, transport, and living environment improvement, to continuously enhance public well-being.
